我国公民图书馆权利普及现状——从“乞丐入馆案”说起

Popularity Situation of Civil Library Rights in China——From the Excessive Attention to the Case of Beggars Entering Hangzhou Public Library

图书馆权利就是公民自由、平等地利用图书馆的权利。杭州图书馆免费向乞丐和拾荒者开放引起了公众的广泛关注,社会各界纷纷发表对该事件的观点。通过综合分析网民、媒体及图书馆界对该事件的观点发现:部分图书馆和图书馆人意识到了并局部地实践着图书馆权利,但作为权利主体的公民却对图书馆权利知之甚少或全然不知。图书馆界应该借此机会,推动图书馆权利意识的普及,从而推动我国图书馆事业的发展。

Library rights are rights that citizens could use libraries equally and freely.The case of beggars entering Hangzhou Public Library arouses wide concern by public,and people from all sectors of society public their comments on the case.Analysis on comments of citizens,medium and library field could show that some libraries and librarians have realized library rights and have practiced it partly,but citizens as the main part of rights know nothing about it.Library field should grasp this opportunity to popularize library rights,in order to promote the development of librarianship in China.
