我国公共图书馆效率动态变化——基于省际面板数据的Malmquist指数分析

Efficiency Dynamic Change of Public Libraries in China——Malmquist Index Analysis Based on the Provincial Panel Data

基于2000—2008年的省际面板数据,采用Malmquist生产率指数方法对我国公共图书馆的效率变化进行分析发现:公共图书馆整体效率不高,呈现东高西低的空间分布格局;从效率变化看,2000—2002年是公共图书馆效率改进期,主要是由技术进步引发的;2003年以后公共图书馆效率下降的主要原因是技术效率退步,而纯技术效率变动是技术效率下降的主要因素;从效率变化的地区特征看,仅东部地区公共图书馆存在效率改进,中西部地区公共图书馆的效率在下降。

The efficiency dynamic change analysis of public libraries has used Malmquist index and based on the provincial panel data from 2000 to 2008.Results show that： the efficiency of public libraries overall is not high,and takes on the spatial distribution pattern of high in east and low in west;from the view of efficiency change,the efficiency improvement of public libraries is mainly triggered by technological progress during 2000-2002;technical efficiency backward is resulted in by pure technical efficiency changes,which cause the efficiency of public libraries to decline since 2003;From the view of the regional characteristic of efficiency changes,the efficiency of public libraries in eastern region has been improved,and the efficiency of public libraries in middle and western region is declining.
