摘要
本案例采用类比分析法、指标法、定额法、水资源供需平衡法等,结合《大通河水量分配方案》和水资源管理要求以及国内环境水量研究现状,重点分析论证了工程取水方案的合理性,对《青海省引大济湟工程调水总干渠可行性研究报告》中的相关数据进行复核,确定了受水区2015年、2020年、2030年需水量和逐年缺水量;建立了取水河段可供水量、可调水量计算概念模型,运用Tennant法、区域最大取水能力阈值法、径流调节计算方法确定了取水河段可供水量、可调水量以及各水平年的调水量及其过程和供水保证程度,分析了取水的可靠性和可行性。总结了同类建设项目进行水资源论证的关键思路、技术方法和注意事项。
Rationality of water abstraction options are evaluated through methods of comparative analysis,index,quota and water demand and supply balance in accordance with Water Allocation Options of Datong River and requirement of water resources management and current studies on domestic environmental flow.After re-examination of relevant data in the Feasibility Study Report of Main Canal of Water Diversion Scheme from Datong to Huangshui in Qinghai,water demand and yearly shortage in water receiving area in 2015,2020 and 2030 are defined.Calculation concept model of quantity of water being supplied in water taking section and water diverted is built.The quantity of water being supplied and diverted in river sections,mean annual diverted water and guarantee rate are estimated by Tennant Method,thresholding method of water taking capacity in the region and runoff regulation method.The reliability and feasibility of water abstraction is evaluated.The methodologies and issues related to water resources approval of similar project is summarized.
