国家基本药物制度对基层医疗卫生机构药品收入的影响调查——以镇江市丹徒区为例

Effects of National Essential Drugs System on Drug Income in Primary Medical Institutions:Taking Zhenjiang Dantu District as Example

目的:完善我国国家基本药物制度和基层医疗卫生机构补偿机制。方法:通过问卷调查,收集江苏镇江市丹徒区基层医疗卫生机构2007-2010年的相关财务资料,并对实施国家基本药物制度后的财务影响进行测算分析。结果:所调查的基层医疗卫生机构财务2007-2010年收入均有明显增长,年均涨幅达14.36%;实施国家基本药物制度后,药品收入有较大程度的减少,其中负增长超过5%的就有7家,最大的下降了17.86%。结论:我国可从政府财政补偿、医疗服务收费、补偿方式、人事分配制度、配套补偿政策等方面入手,完善基层医疗卫生机构补偿机制。

OBJECTIVE：To improve compensation mechanism of the primary medical institutions and to promote steady operation and development of it.METHODS：Related financial data of Zhenjiang Dantu District of Jiangsu Province were collected by the questionnaire survey and semi-structured interviews.The impacts of National Essential Drugs System on finance were measured and analyzes.RESULTS：In recent 4 years,financial income had decreased greatly in the primary medical institutions,increasing to 14.36%.After the implementation of National Essential Drugs System,drug income had decreased greatly,negative increase of 7 medical institutions were more than 5%,decreasing by 17.86% at the most.CONCLUSION：Compensation mechanism of the primary medical institutions should be improved through government financial compensation,charges for medical services,compensation pattern,personnel allocation system and relative compensation policies.
