"以文促经"是立足"宁夏是中国唯一的回族省区"这一"稀缺性和唯一性"的"绝对比较优势"基础上的理性抉择。宁夏在参与中国对阿人文外交的实践中尚需进一步提升朝觐工作的外交意义,并将之纳入我国对阿人文外交的战略高度筹谋和运作;进一步发掘地方旅游资源中的人文价值,借助"人媒介"传播文化中国,进而推动地方政府的国际人文交流与经贸合作;进一步拓展阿语人才的培养思路,借助孔子学院这一平台构建"请进来"和"走出去"相结合的国际化人才培养模式;进一步加强城市之间的友好往来,利用清真寺管道与阿拉伯—伊斯兰国家开展广泛而深入的社会往来。只要宁夏地方政府能够正确对待并妥善处理好目前所面临的问题和挑战,就有可能抓住机遇,实现质的转变与飞跃,并为中国对阿人文外交发挥独特而积极的作用。

In Chinag Cultural diplomacy practice with Arab countries, Ningxia still needs ： To further enhance the diplomatic significance of the Pilgrimage work, and to incorporate it into the strategic plan and operation of China＇s Cultural diplomacy; to further explore human values of local tourism resources, and to spread the Chinese culture with ＂people media＂, thus promoting local government＇s international cultural exchange and economic cooperation; to further expand the training ideas of Arabic language talents, and to build the international talent training mode of a combination of ＂come in ＂and＂ going out＂ according to the Confucius Institute platform; to further strengthen friendly exchanges among the cities, and to carry out extensive and intensive social contacts with Arab-Islamic countries by using the channels of mosques. As long as the local government of Ningxia could correctly treat and properly handle the cun＇ent problems and challenges, it is possihle for if to seize the opportunity to achieve a qualitative change and play a unique and positive role for China＇s Cultural diplomacy practice with Arab countries.
