On Realization of Network Technology's Positive Value

由于网络技术能够满足属于变革性技术的两项标准,所以网络技术属于变革性技术。应用网络技术改造传统产业,构建电子政府以服务于经济建设,解决"数字鸿沟"问题,缩小与西方发达国家之间的差距,缩小城乡与地区间差距,是实现网络技术正向价值的重要意义所在。要实现网络技术的正向价值,就要针对阻碍网络技术正向价值实现的主客体性因素采取相应的主客体性对策。

Because network technology can meet the two criteria of transformative technology, network technology belongs to transformative technology. Applying network technology to rebuild traditional industries and establishing electronic government to serve the economic construction, solving the ＂digital gap＂ issue, shortening the gap between China and developed countries, lessening the gap between urban and rural area and that between developed region and non-developed region in our country, this is the important significance of realization of network technology＇s positive value. In order to realize network technology＇s positive value sufficiently, it is necessary to take subjective and objective corresponding countermeasures aiming at the subjective and objective elements which hinder the realization of network technology＇ s positive value.
