地方政府社会保障责任实施效果分析——基于辽宁省与安徽省的经验比较

Analyses of implementation effect of local government's social security responsibility——based on experience comparison between Liaoning Province and Anhui Province

地方政府社会保障责任是否能够合理而明确地履行直接关系到当地社会保障事业的发展,影响到当地人民的社会保障水平。在2000—2008年统计数据的基础上,通过引用社会保障水平的测量模型,对辽宁、安徽两省现有社会保障水平、社会保障适度水平进行实证分析与比较,明确指出两地政府履行社会保障责任时的不足之处,提出相应的建议,以促进两地社会保障事业的适度发展。

Whether local governments can perform social security responsibility reasonably and clearly is directly related to the development of local social security and local people＇s social security level.Based on the statistics from 2000 to 2008 and the measurement model of social security level,empiri-cal analyses and comparisons were made of current social security level and proper level of social se-curity between Liaoning Province and Anhui Province.Respective weaknesses were made clear in the performance of social security responsibility.Corresponding suggestions are offered to promote social se-curity＇s proper development in the two provinces.
