基于农用地分等成果的大庆市基本农田保护规划研究

The Basic Farmland Protection Planning Based on the Results of the Agricultural Land Classification in Daqing City

以大庆市为例,探讨将农用地分等成果应用于基本农田建设规划设计,为新一轮土地利用总体规划修编提供依据。本文结合大庆市区农用地分等自然等指数、农用地的区位条件和农用地的连片程度,建立逼近于"理想点"的加权排序模型对耕地进行综合排序,按耕地的综合排序顺序应用末级淘汰制遴选基本农田。充分考虑到大庆市区石油产业发展的不确定性特点,结合市区城市发展趋势对初步确定的基本农田保护区进行了两次调整,最终确定基本农田保护率为80.14%,保护规模为112 642.2hm^2,并应用GIS软件绘制最终的基本农田保护区图。

By taking Daqing as a case, the article explores the way to apply agricultural land classification in basic farmland construction and, provides a basis for the new - round general plans for the utilization of land. The paper builds on the existent data, and establishes a weighted sorting model which draws much closed to ＂idea point＂ to rank the farmland, and then chooses the farmlands into basic farmlands prior to the ranking by the use of Last - out Elimination System. Fully considering the uncertainty of oil industry in Daqing city, combined with the trend of the city development, the paper adjusts twice of the basic farmlands which were chosen in former step and then confirms the percentage of protection of basic farmland is 80.14%, protection area is 112642.2hm2, then draws the results map of protection area for basic agricultural land with the GIS software.
