This paper the high-speed railway transportation situation and social benefits of high-speed railway transpotation, with air transport competitiveness of comparison, puts forward the countermeasures. We consider only the CAAC implement empty rail transport, explore the international routes, improve the service level, can still maintained a fast speed civil aviation.
