摘要
合理的水价是农村饮水安全工程可持续运行的重要手段之一.从农村饮水安全工程的准公益性质入手,分析了水价制定的公平性和效率性两项基本原则,探讨了水价合理性和供水成本合理构成的问题,从供用水双方角度分析了考虑供需双方利益均衡的水价确定办法,针对不同供水方式和管理模式下的水价机制进行了比较分析,并提出了辅助性的措施和政策建议.
A rational water pricing mechanism is an important tool for the sustainability of rural drinking water safety projects.The public goods theory is used to analyze two basic principles of water pricing： equity and efficiency.The issue on rationality of water pricing and cost structure is raised and discussed.The pricing method based on the balance of interests between water supply and demand is developed.Pricing mechanisms for the different water supply projects are comparatively analyzed.This paper also provides some auxiliary measures and policy suggestions on water pricing.
