摘要
目前我国输变电建设项目的环境影响评价工作已经覆盖了全等级,在生态保护方面收到了较好的效果。通过输变电建设项目环境影响评价工作的实践,从输变电环评的评价标准出发,阐述了输变电环评工作的重点内容,在此基础上论述了输变电建设项目环评中应执行的法律法规、产业政策与清洁生产、规划相符性、环境功能区划、公众参与等原则,并结合实践对此进行了分析,最后提出了输变电建设项目环境影响评价应注意的环境保护目标、公众参与等主要问题。
The EIA of electricity transmission and transformation construction project in China has now covered all electricity levels,and the better effect is drawn in ecological protection.Through the practice on electricity transmission EIA,according to the standard of electricity transmission EIA,what important was expatiated about electricity transmission EIA in this article.Based on these,the relative principles including law and industry policy etc.,which should be performed,are discussed and analyzed combined with actual practices,and some attentions should be paid including protection target and public participation are brought out during the course of electricity transmission EIA in the end.
