情报工作在反恐维稳中的作用及对策思考

当前,我国处于"社会矛盾凸显期,刑事案件高发期,对敌斗争复杂期",影响国家安全和社会稳定的不确定因素增多。加强情报工作,加大对影响国家安全和社会稳定的各类因素的前瞻性和可控性,既是反恐斗争的需要,也是维护社会稳定工作的要求。情报工作中存在的主要问题有:基层民警情报意识淡薄,情报工作发展不平衡,情报分析研判机制不完善。为此,必须扩充情报来源,建立立体的情报信息网,建立情报信息三级上报制度,建立有效的情报分析研判机制,充分发挥情报工作在反恐维稳中的作用。

Currently,our country is in the stage of ＂emerging social conflicts,high criminal cases and complicated national security fight＂,with many unstable factors influencing the stability of the state and society.Strengthen intelligence work,enlarge the prospect and control on various factors which influence the national security and social stability.It is the need of anti-terrorism fight and stability maintenance work.The existing problems in the intelligence work are： the grass-roots police have not strong the intelligence consciousness,the intelligence work developed unstably,the intelligence analysis and judgment mechanism are not perfect.Thus,we should enlarge intelligence source,build up stereoscopic intelligence net,establish the 3-level report system of intelligence,set up the valid intelligence analysis and judgment mechanism and well develop the function of intelligence in the anti-terrorism and stability maintenance work.
