关于高层次人才问题的研究——以青岛市为例 被引量:2

摘要 人才资源是第一资源,世界范围的综合国力竞争,归根到底是人才、特别是高层次人才的竞争。青岛市为了打造山东半岛蓝色经济区、建设创新型城市,迫切需要盘点城市高层次人才资源,明确构建高层次人才聚集地的必要条件,认清在吸引高层次人才方面存在的局限,分析高层次人才工作存在的问题和原因。青岛市不仅需要知己知彼,做好规划,加强领导,更应攻坚克难,改善软环境,从机制、制度方面为引才、用才提供保证;借鉴它山之石,推出引进高层次人才的新举措,使高层次人才得以施展才华。 The human resources are the primary resources. The worldwide competition in comprehensive national strength is essentially the competition between the high-level talents. In order to create the Blue Economic Zones in Shandong Peninsula and help Qingdao to develop into a city of innovation, a study on the high-level talents in Qingdao is essential. The prerequisites of the talent pool and the limitation in the introduction of high-level talents in Qingdao should be clarified. The problems in the work of talents should be analyzed. Qingdao should not only work on better urban planning and strengthen the leadership, but also have the courage to overcome difficulties and improve the soft environment. The introduction and usage of talents should be guaranteed in the mechanism and system. New measures should be taken in the introduction of talents by learning successful examples of other areas to enable the talents to demonstrate their abilities.
