农村基层政权是国家政权的基础。目前我国农村基层政权建设存在党政不分、政企不分、权力结构失衡、事权财权分离、公共管理服务能力弱等问题。加强农村基层政权应着力改善党委领导,树立人大权威,发展乡村经济,完善轻移支付制度,加强干部队伍建设,提高其社会管理和公共服务能力。
