论党政官员不当行为对党执政合法性的挑战——以群体性事件为视角

On the Challenge of Misconducts of Party & Government Officials to CPC Governing Legitimacy——Viewing from Group Incidents

群体性事件大都是由于党政官员的不当行为等造成的。而群众的拥护和认同是党执政合法性的基础之一,在社会转型阶段,如果再不以新思维面对这个问题,不仅政治稳定无从谈起,执政合法性也会受到挑战。而解决此问题的重要条件就是要求党政官员观念的转变,并以此促进其执政行为的改变。

Large numbers of group incidents are caused by the improper behaviors of the Party and government officials. Because the support and identification of the public is one of the bases of the ruling party legitimacy, in such important phase of social transformation, if our Party and government do not face this problem with new thinking, political stability would be out of the question, even the Party＇ s governing legitimacy would be challenged. The important condition for the solution to this problem appeals to the change of concept of the Party and government officials so as to improve their ruling behaviors.
