Preliminary Discussion on the Construction of the Open S & T Report Service System

调研科技报告体系的研究情况,提出构建开放科技报告服务体系,从科技报告的价值认同、开放科技报告的资源特征和科学交流的现实需要三方面进行必要性论证,并分析开放科技报告服务体系建设的影响因素,主要有政策法规因素、经济因素和行业因素,对服务体系的建设模式展开讨论,分别为用户需求鉴别、信息环境监测、学习成功经验、服务平台建设。

Based on the survey of the research on the S ＆ T report system, this article proposes to construct an open S ＆ T report service system, and demonstrates its necessity from the perspective of S ＆ T report value identification, open S ＆ T report resources characteristics and actual requirement for scientific exchange. The article also analyzes the influencing factors affecting the construction of the open S ＆ T report service system, mainly including policy, law and regulations factors, economic factors and industrial factors. Finally, the article discusses the construction model of the service system, which includes user demand discrimination, information environment monitoring, learning from successful experience and constructing service platform.
