政府过度分化:路径依赖及其救治

On the Over-differentiation of Government: Path Dependence and its Remedies

经验观察和相关研究表明,分化在政府中普遍存在并有异化的倾向,对政府分化的研究有待进一步深化。本研究采用路径依赖的理论,运用结构功能的研究方法,对政府分化过程的规律性进行探讨。结果发现,当前政府分化的路径依赖遵循"增长—分化"的逻辑,并在科层结构的作用下被极度强化和异化,陷入过度分化的路径闭锁,路径转向与结构变革是可行的解决思路。因此,只有在政府扁平化的结构支撑下,确立"服务—整合"的战略,才能实现对政府过度分化的有效救治。

Empirical observation and research showed that government differentiation is rampant and trended towards alienation,a sign worthy of further and deeper explorations.This paper investigated the regularity of government differentiation using the theory of path dependence and structure-function method.The result showed that the path dependence of government differentiation follows the logic of ＂growth-differentiation＂ and that path dependence is extremely enhanced and alienated under the influence of hierarchical structure so that government is locked in path of excessive differentiation.Therefore,turning path and reforming structure are feasible solutions.Only through ＂services-integration＂ strategy supported by a delayering government structure,can the path dependence of government excessive differentiation be cured effectively.
