南方稻作区农户农地流转行为分析

Analysis on Farmers' Land Transfer Behavior in Southern Rice Field Area

从农户生计角度分析农地流转问题,有利于更好地理解农地流转的经济逻辑。通过实地调查,分析表明,水田在农户间存在流转集中趋势,亲友间无偿转让和向同村农户租赁是农地流转的主要形式。在租金合理情况下不愿意转出农地的农户比例高于愿意转出农地的农户比例。对农地流转的政策思考是,继续完善农村土地承包法律法规和政策;农地流转要从供给和需求两方面进行考虑;为提高农户农地流转意愿,应站在统筹城乡发展的高度进行全面谋划。

The issues of rural land transfer from the perspective of farmers＇ livelihood were analyzed,so that the economic logic of rural land transfer could be fully comprehended.A field survey had been made and it showed that there was an intensive trend among the farm household in paddy field.It was the main form that rural land transfers freely between the relatives and friends,as well as rent within the village farmers.There was a higher percentage of farmers＇ unwilling to transfer land than willing to transfer land,when rent was reasonable.At last,some rural land transfer policies were put forward,which included perfecting the laws and regulations,considering both supply and demand of rural land transfer,improving the farmer＇s willing to transfer land from the aspect of urban-rural coordinated development to conduct an overall plan.
