地方财政卫生支出的影响因素研究

Study of the Determinants of Health Care Expenditure of Local Government in China

本文利用中国31个省市区1997～2009的面板数据，研究了经济因素、人口因素以及卫生资源因素对地方财政卫生支出的影响。采用固定效应模型的估计结果表明，不同因素对地方财政卫生支出的影响存在较大差异，其中，经济因素是影响一生支出最重要的因素。我国地方财政卫牛支出的收入弹性为0．54，这表明卫生服务是正常物品，而不是奢侈品，地方政府应加大卫生支出的财政投入。

This paper analyses the impacts of economic,population and health resource factors on the fiscal expenditures of local governments based on the panel data coving 31 provinces in China ranging from 1997 to 2009.We draw our conclusions through fixed effects models.The results show that there is great difference among factors that affect the health expenditures,among which economic factor affects uttermost.The elasticity of health expenditures of local governments to income is 0.54.What's proved here is that health services are normal goods rather than luxury goods.So,more expenditures should be allocated to the health by local governments.
