论流通主体——再谈流通体制改革几点意见

On the Main Players of Circulation

在既坚持社会主义,又实现市场化的前提下,我国流通经济的发展必须突出主体。流通领域的经济形式要以民营资本为主体,它是由流通领域的本质和特点所决定的。对外开放要以内资为主体,这是维护主权和维护中小企业生存的需要。八亿农民应该成为农村市场的主体,并要发挥政府职能的主导和引导作用,发挥城市流通产业的示范和模范作用。商品要坚持以商务部门归口管理为主体,管商品货源,管终端供应,管生活服务,管食品安全,管进出口商品。改造、整合现有的工业品批发市场,规范交易行为,完善以配送为中心的服务功能,提高现代化管理水平,以此来构建具有我国特色的工业品批发体系的框架。我国价格体系的建设要以市场价格为主体,国家少管或不管才能搞活经济。

Under the precondition of adhering to socialism and marketization,the development of China＇s circulation economy should focus on the main players.The economic form of circulation should take private capital as the main players.And this is determined by the nature and characteristic of circulation.Opening up should take domestic capital as the main players,which is the requirement of safeguarding China＇s sovereignty and protecting the survival of SMEs.800 million farmers should be the main players of rural market;the government should play the role of guidance and leading;and the urban circulation industry should play the role of demonstration and model.Commercial departments should be the main players in managing commodity.We should construct the framework of wholesale system with China＇s characteristics for industrial products with the help of upgrading and integrating the existing wholesale markets of industrial products,standardizing operational behaviors,improving the service function which taking distribution as the center and improving the level of modernized management.In constructing China＇s price system,we should take market prices as the main players.
