法国复合治理研究与启示

The French Composite Governance Research and the Inspiration

文章在吸收现有理论精华,借鉴法国复合治理经验基础上指出,复合治理贯彻了治理的基本精神,既谋求各治理主体之间的合作互补关系,又与目前流行的区域治理、全球治理理念不同。这是因为,后面两者依然是地域意义上的,并没有摆脱民族国家的局限,只不过是把地域的范围扩大了而已。这种政府间竞争难题的解决有赖于建立有效的治理机制,进而形成区域合作的制度基础。而复合治理体系正是解决区域合作中政府间竞争难题的一个可以参考的途径,对于构建区域合作的制度基础以及促进区域经济合作的和谐开展都具有十分重要的意义。

Based on absorbing the existing theoretical essence and learning from the experience of French composite governance,the author points out that composite governance is based on implementing the basic idea of governance;it is not only striving for the cooperative relations among different mainbodies of governance,but also different from the prevailing ideas of regional governance and global governance.The reason of that is that the latter two ideas are still in the regional level with the shadow of nations and countries.Solving the dilemma of ＂competition among governments＂ has to depend on the establishment of effective governance mechanism and the institutional basis of regional cooperation.While the composite governance is just one of the ways to solve this problem;and it is of great significance for the institutional basis for regional cooperation and the harmonious development of regional economic cooperation.
