摘要
从科技创新的角度,以我国30个省市作为决策单元,对选定的30个区域进行基于数据包络分析(DEA)方法的创新效率评价,设计区域创新效率评价概念模型和测度我国区域创新效率的指标体系,从两个不同时期分析我国区域创新效率的整体发展状况,并对各地区根据DEA的计算结果进行分类,同时分析各个地区不同时期的研发和转化效率的排名变化情况。分析结果表明,在研究时间段内我国区域的创新效率稳步提高,但是仍有很多地区短时期内很难达到有效的明显无效率地区,需要进一步优化资源配置,扩大产出。
Based on data envelopment analysis（DEA） ,30 provinces in China are selected and analyzed as decision making units （DMU） from the perspective of scientific and technological innovation. The conceptual model of regional innovation efficiency and index system for measuring the efficiency of regional innovation in China are designed. The overall efficiency of regional innovation development and ranking changes of R＆D and transformation efficiency for these 30 regions in different period is analyzed, and DEA results for all DMU are also classified. Results show that the efficiency of regional innovation is steadily improved in the study period, but there are still many regions are obviously inefficient which are difficult to achieve effective in short period of time. There need to further optimize the allocation of resources to expand output.
