摘要
通过文献资料调研、实践观察等研究方法分析政府体育工作绩效评估的意义,探讨政府体育工作绩效评估的指导思想和评估思路,针对目前政府绩效评估中内部评估的困境,提出了"异体评估"的概念,对政府体育工作绩效评估中评估主体的选择进行了全新的考量,确立了"人大核心评估主体"的思路,阐述了"人大核心主体"思路下政府体育工作绩效评估的开展———建立体育绩效评估委员会,建立科学、合理、全面、客观的政府体育工作绩效评估指标体系,实施评估并使用评估结果督促相关体育部门(组织)改善工作,提升体育公共服务水平。
Through using the method of literature review and observation, this paper analyzes significance to evaluate government performance of sports work, discusses the evaluation guidelines and assessment ideas. Considering the dilemma of "internal assessment" that the way often used, "variant assessment" was put forwarded. The subject selection in assessment of government sports work performance was referred in the new concept, the national people as the core main body of assessment was established. We should establish the assessment committee, build scientific, rational, comprehensive and objective assessment index system and improve sports public service level.
