Market Development,Government Leadership and Social Management Innovation:Analysis of Zhejiang Projects in the Five "China Local Government Innovation Award" Competitions

社会管理创新表征着一个区域的经济社会发展程度和区域性格。围绕多元协同治理机制的构建、社会权利导向制度环境的营造,以及政府社会管理能力的提升,浙江省各地政府和群众进行了一系列积极探索。分析发现,社会管理创新体现了市场发育对于上层建筑变革的要求,并由此规定了社会管理创新必须立足于区域经济社会发展状况;同时也是地方政府积极推动的结果,通过国家力量提升社会管理创新水平是一种现实选择,但须注意其限度。

Social management innovation represents the level of social development of regional economy and characteristics.Focusing on the establishment of multi-collaborative governance,construction of social right-oriented institutional environment and promotion of government's social management ability,local government with people in Zhejiang Province conducted a series of active explorations.Based on analysis,it concludes that social management innovation reflects the development of the market demand for the change of superstructure and that social management innovation is expected to be rooted on regional economic and social development.Meanwhile,this innovation is also the result of local governments' active promotion.To enhance the level of social management innovation by national efforts is a realistic option,but due attention should be paid to its limits.
