上海市社区体育文化建设现状及保障机制探析

Present situation and safeguard mechanism community sports cultural reconstruction in Shanghai

采用问卷调查法、访谈法等,对上海市社区体育文化建设的现状进行分析。结果显示:在物质文化建设方面,社区体育经费来源单一,社区体育场地、设施短缺仍是制约体育活动开展的瓶颈之一,社区体育指导员水平有待提升;在制度文化建设方面,社区体育制度有待完善,社区体育服务保障体系未真正建立;在精神文化建设方面,社区居民对社区体育功能认识情况一般,对《全民健身计划纲要》的了解不够。从硬件设施、人才资源、体育经费等方面提出社区体育文化建设的保障机制。

With analysis to the the questionnaire survey procedure, the interview and so on, it carries on the Shanghai community sports cultural reconstruction＇s present situation. Result shows that： In the material cultural reconstruction aspect, the community sports funds origin is unitary, the community sports location i the facility short still restrict one of sports development bottlenecks, community Sports political instructor level needs promoting; In the system cultural reconstruction aspect, the community sports system waits for consummating, community sports service safeguard system has no real establishment; In the energetic cultural reconstruction aspect, the community residents are ordinary to the community sports function understanding situation, to ＂Outline of the nationwide body ,building plan＂ the understanding is insufficient. From the aspects of hardware facility, human resources and sports funds, it proposed the community sports cultural reconstruction safeguard mechanism.
