江苏省土地可持续利用评价研究

A Study on the Evaluation of Sustainable Use of Land in Jiangsu Province

土地可持续利用必须同时实现资源可持续、生态可持续、经济可持续和社会可持续。根据土地可持续利用的完整内涵构建评价指标体系,包括资源、生态、经济和社会可持续程度四个维度。运用因子分析方法对江苏省13市的土地可持续利用进行评价可以发现,江苏省的总体利用水平较低,并且由南往北逐步降低,存在着资源制约型、生态制约型、经济制约型和社会制约型四种类型,而且产生了经济可持续性与生态可持续性相背离的现象。需要采取措施提高江苏省土地可持续利用的总体水平,各地也应该根据自身实际情况有针对性地提高相对薄弱子系统的可持续性,最终实现土地的可持续利用。

Land use is a comprehensive system including resource, ecology, economy and society. Thus land for sustainable use must realize resource, ecology, economy and society sustainable at the same time. The evaluation index system should involve four aspects which are the sustainable degree of resource, ecology, economy and society according to the whole content of land for sustainable use. This paper studies land for sustainable use of 13 cities in Jiangsu province by using factors analysis method. It can be found that the average level of land for sustainable use is lower and the level in southern regions is higher than that in northern regions. There are four types including resource restriction, ecology restriction, economy restriction and society restriction, producing the departure of economic sustainability from ecological sustainability. It is necessary to improve the whole level of land for sustainable use in Jiangsu province by taking measures. Also, every region must enhance the sustainable level of relatively weak system to realize the sustainable use.
