跨国公司参与中国标准化对产业安全的影响

Influence of Transnational Corporations' Participation in China's Standardization on Industrial Security

跨国公司越来越多地参与到中国的标准化过程,并已成为FDI之后跨国公司影响国内产业安全又一新的渠道。技术创新和进步是产业持续发展的动力源泉,市场是产业发展的坚实基础,政策是产业发展的有力保障,这几个因素若被外部力量所控制,则产业发展的自主性得不到保证,产业安全受到威胁。而跨国公司参与中国的标准化,对国内产业的技术、市场和政策都可能产生巨大的影响。需要改革国内标准化管理体制,构建开放条件下政府标准化管理模式,提升国际标准合作与竞争能力和国家标准化能力。

Transnational corporations take ever active part in the standardization process in China, which has opened a new channel for these corporations to influence domestic industrial security after FDI. Technical innovation and progress are the drive for sustainable industrial development with market as the solid foundation, while policy ensures the industrial development. If these elements were controlled by outside force, the autonomy of the domestic industrial development could not be guaranteed; therefore industrial security would be threatened. The huge influence exerted by the transnational corporations will be shown in technology, market and policies, which needs to be controlled through reforming domestic standardization management mechanism, constructing open government standardization management modes, and improving international cooperation ability and national standardization ability.
