摘要
数量较多,分布相对集中,加入工会组织人数偏低,是目前地方院校非事业编制人员的现状。按照法律法规的要求和社会发展的需求以及教职员工的期求,发展非事业编制人员入会是必需的。在学校财力呈根本好转、维权工作充分到位或职工与学校融为一体等条件成熟之时,全面落实非事业编制人员入会将成为现实。当前,采取分步实施,分块进行,逐步到位的方法是可行之举。
Nowadays, a large number of staff is hired by universities as contract workers. Usually, they work in universities and very few of them have joined universities' labor union. However, in order to meet the expectation of the society and the school's faculty, universities labor union shall encourage these contract workers to join the union. When a university enjoys stable financial status or the rights of school's staff are secured, the labor union shall start to absorb all contract workers into the union. It is recommended that the union absorb the contract workers from one department to another and shall not haste.
