高校党委组织员工作要素系统研究

A Study of the Working System of the Organization Department of CPC in Institutes of Higher Learning

组织员工作是党建的重要环节。多年来,高校党委组织员工作积累了丰富经验,但还存在不少问题。产生问题的原因之一,是工作要素不清。本文试用科学发展观和系统理论,研究工作要素的结构和内容。我们认为组织员工作要素作为一个系统,包括纵横交错、相互作用的5个A级要素、11个B级要素1、8个C级要素。在此基础上,又对系统的整体性、相关性、有序性和动态性进行了初步分析,从而探讨发挥组织员工作要素系统效应的途径。

The work of the fulltime staff members is very important to the construction of CPC.They have accumulated rich experiences during the past years,although it has to be admitted that there still exist some problems.One of he underlying reasons of these problems is that there is not a clear delimitation of the key elements of the working system of the organization department of CPC in institutes of higher learning.Based on the scientific outlook on development and systemato-logy,this paper attempts to study the structure and content of the key elments of the working system.The whole system is viewed to be composed of elements of different levels,with 5 As,11 Bs and 18 Cs.These elements overlap and interact with each other.In the paper,a tentative analysis of the wholism,correlation,ordering and dynamics of the working system is made to study the effective methods with an eye to maximum utilization of the system
