综合效益导向的开发区群整合策略研究——以宁波市开发区群为例

Comprehensive Benefit Oriented Development Park Strategies: Ningbo Example

当前,我国沿海发达地区的开发区集群化发展趋势日益明显。受行政区划和属地经济等因素的影响,开发区群内各个开发区之间争市场、争资源、争投资、争项目及竞相压价的现象愈演愈烈,影响了开发区集聚效益的发挥。开发区群需要按照综合效益评判进行一定的整合,以避免开发区之间的恶性竞争,形成良好的协作氛围,实现产业集群升级。开发区群整合策略包括:以区域效益为导向的政策引导型整合策略、以经济效益为导向的产业集群引导型整合策略、以生态效益为导向的空间引导型整合策略,以及以个体效益为导向的分开发区整合策略。

Development parks in coastal regions are getting agglomerated. Due to administrative and local economic boundaries, different parks compete in market, resource, investment, and projects at low prices. This has hampered the comprehensive benefit of agglomeration economy. Development parks agglomeration need to be integrated and avoid internal competition. Their cooperation will help industrial upgrading. Integration strategies include： regional benefit oriented policy, economy oriented industrial agglomeration, ecology oriented spatial restructuring, and separate park development.
