Public cultural service is an inevitable requirement for flourishing advanced socialist culture and building harmonious society. University library should do its share for improving the level of public cultural service through various paths and measures. This paper introduces the public cultural service system and its basic connotations, expounds the inevitability and advantages of that university library serves local cultural construction, and probes into some measures for university library to serve the construction of local cultural system.
