The Revolution of 1911 and the Construction of Institutions——On the Civil Service Exam Program of Nanjing Provisional Government

南京临时政府的文官考试规划未及付诸实施,但已奠定了文官考试制度的基本框架,确立了考试对象的平等性、考试内容的实用性、考试任用的优先性等基本原则,对民国文官考试制度的建立和发展具有开创之功。这表明,辛亥革命不仅在"破坏一个旧世界"方面居功至伟,也在"建设一个新世界"方面有所作为。

Nanjing Provisional Government had not enough time to launch its civil service exam program,but it has established the framework of a civil service exam system and formulated some fundamental principles such as equality of examinees,practicality of the exam items,and exam-based priority of nomination,all of which had helped to lay a solid foundation for the implementation and improvement of the civil service exam system during the period of Republic of China.The historical significance of the Revolution of 1911 is not only ＂destroying an old world＂,but also ＂constructing a new world＂.
