民国时期“大学院”和“大学区”制对教育去官僚化的尝试

民国时期南京国民政府接受蔡元培等的提议,实行了大学院制的改革,同时在地方以大学区取代了原教育厅,以期通过教育行政的学术化摆脱陈腐的政治官僚的控制,维持教育学术的独立,促进教育的发展。然而在当时军阀混战、教育独立思想尚未普遍确立的中国,根本不具备实行独立的教育管理制度的条件,以至于这次改革成为中国教育史上"昙花一现"。
