统筹城乡发展与创新农村土地制度——成都市农村产权制度改革试点研究

Coordinated Development in Urban and Rural Areas and Innovation on Rural Land System——Study on the Pilot Project of Property Rights Reform in Rural Areas in Chengdu

统筹城乡发展,必须根据城乡一体化发展要求创新农村土地制度。成都市自2008年进行农村产权制度改革试点以来,经过了先行试点、扩大试点、建立产权交易服务体系三个阶段。其间以土地确权为基础,逐渐建立了旨在适当增加农民和农村分享工业化、城市化进程中土地收益份额的土地制度。改革试点表明:创新农村土地制度,必须充分尊重农民的意愿和发挥农民的首创精神;实施工业反哺农业、城市带动乡村的政策,让农民在改革中普遍受益;坚持完善和强化土地集体所有制,使集体成员能按照民主程序依法管理和平等使用集体所有的土地。

The rural land system shall innovate at the requirements of the integrated and coordinated urban and rural development. The peasants＇ wishes shall be taken into consideration and their initiatives shall be given full play in the pilot reform of rural property rights system in Chengdu. With the development of rural areas promoted by that of the urban areas, the majority of peasants can benefit from the reform. We must improve the collective ownership of rural land to strengthen the collective economy, then the members of the communities can manage and use land resource effectively according to the established procedures and save the land resource.
