摘要
政府绩效管理与绩效评价是我国公共管理领域公认的难题之一。我国通过经济发展、社会转型以及政府改革等有利契机,借鉴与引进了国际流行的一系列政府绩效管理理念、工具以及先进技术,进行了广泛的区域性与部门化的实践与应用。360度绩效考核作为一种重要的绩效管理工具,其全方位、多维度评价主体以及反馈结果的充分运用等特点对于打造服务型与责任型政府具有重要的推动作用,加速了高效能、集约化及低成本政府建设的进程,进一步深化了行政管理体制改革。360度绩效考核的引入与应用对于创新政府管理模式以及实现基层政府科学化管理范式具有重要的价值。
The government performance management and performance evaluation are the difficult problems of China's public management field. Through the economic development, social transition and government reform, our country use for reference and introduce the international popular series of government performance management ideas, tools and advanced technology, conduct the wide range of regional and departmentalization practice and application. 360-degree performance evaluation as a kind of important performance management tool, the comprehensive, multidimensional evaluation body and the full use of the feedback results, etc characteristics have an important role in promoting the construction of service-oriented responsible government, accelerate the construction process of the high efficiency, intensive and low cost government, deepen the reform of the administrative system further. The introduction and application of 360-degree performance appraisal has important value for the govemment innovation management mode and realize the scientific management paradigm of basic unit government.
