This article elaborates the Soviet areas＇ ideological and political education from the perspective of political modernization, believes that the Soviet areas populace＇s primary ideology didn＇t suit to political modernization＇ s need in the Soviet areas, which was urgently needed to carry on the ideological and political education. The ideological and political education mainly revolved to cultivate the class and the national sentiments, awaken the awareness of revolution participation and spread the modern political philosophy, which had obtained the tremendous achievements.
