转型期我国公共政策制定的价值缺失与重塑

The Loss of Public Policy Formulation and Remodeling in Transitional Period

公共政策以公共利益为基本价值取向,其制定和执行应遵循公共、正义、公正等基本原则。在当前处于社会转型的矛盾凸显期,公共政策的制定存在主体性价值的缺失、过程的程序正义价值缺失及结果的公正性价值缺失等诸多价值问题。必须通过对主体性价值的再认识、政策制定的过程价值关注和政策价值导向与利益价值取向的辩证认识等措施来重塑公共政策的价值。

Public policy has the public interests as the basic value orientation, the formulation and implementation of which should abide by the publicity, justice, fairness and other basic principles. In current prominent contradictions of social transformation, the formulation of public policy lacks of subjective value, the process lacks of the value of procedural justice and the outcome lacks of the value of fairness, and many other value issues. Measures like the recognition of subjective value, the concern of the process of policy formulation and the dialectical understanding of policy value-oriented and value of interest must be taken to remodel the value of public policy.
