温州农村公共产品供给与需求的调查研究

Research on the Supply and Demand of the Public Goods in Rural Areas of Wenzhou

从供给角度看,温州农田水利等农业基础设施仅基本满足农业生产需要;乡村道路、有线电视、宽带网络等生活基础设施较完善;超过半数的被调查者认为农村中小学校舍和教学基础设施良好;被调查者对农村保障性公共产品、文化娱乐设施供给满意率近五成。从需求角度看,农村公共产品需求的优先序依次为:生产生活基础设施、农村义务教育、农村医疗和社会保障、村庄整治与环境保护、农业科技信息服务、村民自治、文化娱乐设施与服务。结果表明,温州农村公共产品供给与需求存在一定程度的结构性失衡。文章针对此问题提出了相应的对策与建议。

From the supply perspective, in Wenzhou the irrigation and other agricultural infrastructure can meet the basic needs of the agricultural production. The basic living infrastructure such as rural roads, cable television, broadband network are almost perfect. More than half of respondents believe that the teaching equipments in primary and secondary schools are good; almost half of the respondents are satisfied with the guaranteeing public goods in rural areas, cultural and recreational facilities, and supplies. From the demand perspective, the demand priority order for public goods in rural areas： the production living infrastructure, rural compulsory education, rural health care and social security, village renovation and environmental protection, agricultural science and technology information service, villagers self-government, cultural and recreational facilities and services. The research results show that there is a structural imbalance in the supply and demand of public goods in the rural areas of Wenzhou. This Article puts forward appropriate policies and recommendations.
