对近20年国家出台学校体育法规政策的梳理与思考

Reflections of China's School Sports Law and Policies in the Recent 20 Years

对近20年涉及学校体育的主要法规、政策文件,按学生体质、体育课、课外体育活动、体育安全、运动训练、体育比赛、体育教师、体育设施等8个方面进行收集和梳理。认为:第一,我国学校体育法规、政策出台是应各时期学校体育发展的需要;第二,我国学校体育法规、政策的指导性强,对化解学校体育发展中的矛盾与问题发挥了重要的导向作用;第三,我国学校体育法规政策在指导学校体育工作中尚有局限性,各级学校在执行中的随意性较大。解决方案为:第一,通过提高法规政策的预警能力和可操作性,进一步完善我国学校体育法规、政策体系;第二,通过推行法规、政策落实"问责制"与强化执行监督机制,提升执行力。

The paper collects and teases China＇s sports laws and regulations in the recent 20 years from the pects of the students constitution, physical education class, extracurricular sports activities, sports safety, sports ing, sports competition, sports teachers and sports facilities, believing that： 1. The solutions are as follows： 1. we should further perfect the system of school sports laws and policies by improving their warning ability and practicability; 2. we should improve the execution of the laws and polocies by carrying out the accountability system and strengthening the supervision mechanism of the implementation of the regulations and policies.
