我国大学权力运行中存在的主要问题是政府过度干预学校,校长选拔标准、选拔方式偏离大学治理的需要,忽视利益相关者的权利。其主要原因是作为最高权力机构的党委会成员构成单一、运行程序不规范,利益相关者参与学校决策和管理的权利不受重视,基层学术组织被控制得过死。为此,要从扩大党委会成员来源、完善党委会议事程序入手完善党委领导体系,从完善校长任用方式入手来完善校长管理体制,从改革学术委员会成员构成入手来完善学术委员会制度,同时还要完善监督保障机构以及激活基层学术组织。

The main problems of China university power are that government interference in schools, the standards and ways of seclecting president stray from the demand of university governance, ＂two-headed＂ system and ignoring fights of university stakeholders. The principal masons are that the unstandard process, the simple structure of the leadership of party committees, overlooking the rights of stakeholders to make policy and controlying too much of basic academic units. Therefore, First, to improve the leadership of party committee thru expanding the sources of party members and developing party committee business procedure. Second, to improve president responsibility system thru a better system of selecting and appointing presidents. Third, to reform the membership of the academic council to improve the academic committee system. At the same time, it also should adapt assessment system and activate the basic academic organizations.
