摘要
公平、质量和效率是新时期中国农村义务教育发展的基本价值追求。从学术层面上看,公平、质量和效率的内涵得到了比较一致的学术表达,但从政策层面看,公平、质量和效率内涵的政策表达还很不充分。农村义务教育政策的价值追求应体现"有质量的公平"、"有效能的质量"和"有人性的效率"三重观照。"有质量的公平"要完成三大政策任务:资源配置对象的"广覆盖"、资源配置制度的"一体化"和资源配置结果的"均等化"。"有效能的质量"应实现学校输入要素的"充分有效"、学校转化过程的"联动实效"和学校输出结果的"全面增效"三大政策目标。"有人性的效率"应研究学校布局的适度规模、教育质量的综合治理和教师工资的结构改革。
Equity, quality and efficiency are fundamental value that rural compulsory education pursues in the new age in China. From the view of academic, the connotation of equity, quality and efficiency have gained more consistent identification, but from the view of policy, they do not get a clear arrangement. The value pursuit of the policy for rural compulsory education should be "the equity of quality", "the quality of effectiveness" and "the efficiency of humanity". The policy of "the equity of quality" has three missions: the universal cover of object, the integration of institutions and the equalization of effect in education resources arrangement. The policy of "quality of effectiveness" has three targets: the sufficiency and effectiveness of input elements, the linkage between rural and urban schools and actual effect of transformation of all elements in rural schools and the comprehensive value-added effect of the output in rural schools. The policy of "efficiency of humanity" advocates studying the moderate school size, putting up comprehensive governance for schooling quality and improving the structure of teacher's wage.
