The continuous features of countryside was obvious than its changes.The Communist Party and the local powers were co-motivative and interactive,and the folk’s tradition,the masses’ mentality and behaviors constrain to a degree the policy of the Communist Party.This interactive relation has significant impact on the historical proceeding of CPC political power.
