“垃圾围城”与西部城市环境保护的对策——以昆明市居民的垃圾分类为例

"Junk-besieged City" and the Urban Environmental Protection in West China: A Case Study of Kunming

"垃圾围城"已经成为都市环境保护中非常紧迫和相当重要的问题之一。近年来,环境学家和垃圾处理专家多从垃圾的危害、垃圾的处理技术和垃圾场的建设等方面,对城市垃圾问题进行探讨,却很少从城市居民的角度考虑此问题。昆明市生活垃圾处理中存在一些问题,特提出几点对策性分析与建议:第一,完善垃圾分类法律法规体系,建立经济激励机制;第二,建立定时定点的垃圾投放制度;第三,建立垃圾分类知识宣传制度;第四,垃圾分类管理试点推进。

＂Junk- besieged city＂ has become an urgent problem in the urban environmental protection. In recent years, the experts concerned have focused on the research of the risks, dumpling and treatment of junks but only a few have considered it from the perspective of urban citizens. The paper focuses on the problems of the consumer wastes in Kunming and brings up the following suggestions ： 1. it is necessary to work out laws or regulations for the classification of junks and to establish a workable simulative mechanism. 2. There should be an established dumpling system. 3. There should be more publicity on the junk classification. 4. There should be more pilot projects for junk classification.
