新农村建设示范片背景下农村土地综合整治中存在的问题与对策——以四川省为例

Analysis on the Problems and Countermeasures of Comprehensive Rural Land Management in the Background of Demonstrative Regions of the New Countryside Construction

农村土地综合整治对促进新农村建设作出了一定贡献,但在项目规划设计、项目实施及监管、资金管理、体制机制建设等方面还存在诸多不足,难以实现当前深入推进新农村建设的要求。以四川省全面推进新农村建设示范片工作,深入推进新农村建设为背景,总结当前农村土地综合整治存在的主要问题,提出合理性对策与建议,以使农村土地综合整治更加科学化、规范化、制度化和标准化,更好地服务新农村建设。

Comprehensive rural land management has made great contribution to the promotion of new countryside construction.However,in aspects of project planning and design,project implementation and supervision,financial management and mechanism building,there is still much room for improvement to meet the current drive of further promoting new countryside construction.In the background of comprehensively promoting the construction of demonstrative regions of the new countryside and further promoting the construction of new countryside in Sichuan Province,the main problems in the comprehensive management of today＇s rural land were summarized,and some reasonable countermeasures and suggestions were proposed to make the comprehensive management of rural land more scientific,regularized and standardized,and to better serve the new countryside construction.
