摘要
采用随机前沿模型,分别以发明专利授权量和新产品产值为产出变量,对中国区域研发创新效率进行了估算,且从FDI、人力资本及其结构方面分析了效率影响因素。研究发现:中国研发创新平均效率偏低,效率值为0.464,而研发创新专利成果的市场化水平更低,效率值为0.292;中国研发创新产出的增长主要是R&D经费驱动型的增长;中国研发创新活动不具有规模效应特征;FDI能显著促进研发创新效率改善;人力资本作为一个整体,对效率改善作用不明显,但接受过大专及以上教育的人力资本部分对创新效率的改善有显著促进作用。
The paper re-calculates China's regional RD innovation efficiency with amount of invention patents and new product output value for the output variable respectively using stochastic frontier model.And then the paper analyzes efficiency factors from FDI,human capital and its structures.It is found that amount of invention patents output efficiency is low(0.464),and the level of achievements to the market is lower(0.292);China's regional RD innovation is based mainly on the RD funds-driven;China's regional RD innovation does not have the scale feature;FDI can improve RD innovation efficiency significantly;Human capital as a whole has little effect on the efficiency improvement,but the people who received post-secondary education and above can improve efficiency significantly.
