摘要
对金砖四国政府构建国家创新体系政策措施的相似之处及相异点做了梳理和比较。认为:一方面,金砖四国创新政策正日益呈现趋同性倾向,并逐渐接近最佳国际实践;另一方面,虽然在政策的侧重点、目标与路径方面各有差异,但四国创新体系的政策措施仍缺乏某种根植性,只有从本国特定的经济社会条件和全面发展的视角来考虑本国的创新政策,才有可能构建一个高效的国家创新体系。
The coordination of governmental policies is playing a key role in constructing national innovation system（NIS） and the evolution of national innovation capacity.This paper lists and compares the similarities and differences of the policies for the construction of NIS in the BRICs.We deem that the innovation policies of the BRICs are growingly converging and gradually getting close to the best international practice.On the other hand,although the emphasis,targets and paths are different in each country,the common problem of the policies is the lack of embedness in each innovation system.An efficient NIS can be constructed only when the innovation policies have been made from the views of special economic and social conditions in each country and the overall development.
