数量与质量达到较好统一的良法,是新时期体育事业健康发展的有力保障。构筑地方体育立法评估体系平台,制定地方体育立法评估体系运作模式及相关评估标准,将成本效益分析理念引入法学领域,反思、考察所立之法进行实际效果,不但能够有效促进立法进程的理性化和合理化,而且对于审视我国的体育立法实践具有极其深远的意义。

The good way,which quantity and quality are relatively better unified,is the powerlul guarantee of a developing healthy sports undertaking in the new period. This paper establishes the platform, the operation mode and the relevant evaluation criterion of the evaluation system of the local sports legislation, and introduces the cost-effective analytical concept into the law field, and reconsiders the implementation effects of the laws. By doing that,it can not only promote the legislative process to be more reasonable, and also has a great significance in examining the implementation of the sports laws in China.
