多维视角下的阳光体育运动及其开展对策

Study on Sunshine Sports Activity under the Multi-dimensional Perspective and Its Development Measure

"阳光体育运动"是新时期加强青少年体育意识、增强青少年体质的战略举措。从不同社会视角来看,阳光体育运动的开展既具有丰富的社会学意义,也具有重大的经济学意义:阳光体育是建设人力资源强国的必然选择;有利于和谐社会的构建;有助于提升个体的人力资本存量;可以提高政府体育财政的支出效用。然而现实中,阳光体育运动的开展却不尽如人意,在从多维视角审视阳光体育运动的基础上,从应试教育与体育锻炼之间的博弈、学校对体育意外伤害事故的畏惧、政府对阳光体育财政投入不足等角度,揭示制约阳光体育运动开展的瓶颈问题并对问题的原因进行深入分析,进而有针对性地提出现阶段开展阳光体育运动的对策选择,为相关政府部门提供决策参考。

Sunshine sports activity is a great strategic measure to strength consciousness of physical education and build up health among teenage in the new era. From the different social perspective, sunshine sports activity has both plentiful social meanings and important economic values. It is the necessity to build the strong country of human resource and helpful to establish a harmonious society. It can help to enhance the human capital stock of individuals and also improve government finance expenditure utility for sport. However, during the development of sunshine sports activity, some issues gradually showed up which handicap its effects. In this paper, firstly the meanings of sunshine sports activity under the multi-dimensional perspective is explained, secondly the key factors which influence the development of sunshine sports activity are discussed, and the reasons are given. Lastly, the countermeasures are proposed for the administrative sectors and decision-makers.
