＂Focusing on happiness, improving the quality of education, and benefiting all＂ is the theme of the short-, medium- and long-term overall education reform plan （2011 - 2015） in Yinzhou Pilot Area. This article, based on a brief introduction to the background of the plan, its theoretic basis, relevant infrastructure, the scientific outlook on Yinzhou education, the 36-word guideline, the specific goal, and the strategic steps, focuses on the detailed planning for the year, which includes five crucial research topics, four echelons of researchers, and ten demonstration bases.
