论中国政府职能转变研究的基本认识前提

Basic Cognitive Precondition for Transformation of Chinese Government Function:Based on Observation of Economic Transformation in Other Countries

中国政府职能转变自然需要借鉴西方市场制度下的政府与市场关系模式。但经济转型国家政府职能转变的实践以及我国改革的历程表明,经济转型的复杂性以及我国国情的特殊性,决定了有关我国政府职能转变的研究应该建立在客观的认识前提之上。经济转型的复杂性对我国政府职能转变的影响、政府职能转变所需要的相应制度支持、我国经济转型的经济社会发展起点和特有的历史文化传统,应该成为中国政府职能转变研究的基本认识前提。坚持这些基本认识前提,将有助于我国政府职能转变的理论研究更加趋于理性和客观。

It is natural for Chinese government function transformation to borrow from the western governments the relation patterns between government and market.However,the research shows that the Chinese economic transformation should be based on an objective cognitive precondition,which is decided by the practice of economic transformations in other countries,our own economic transformation process,the complexity of economic transformation as well as the specialty of our economic situation.In this sense,the basic cognitive precondition for Chinese government function transformation should include the following: the impact of the complexity of economic transformation on the economic transformation,the corresponding systembacking for government function transformation,the starting point of our social economy and the different traditions in history and culture.With the above preconditions,the theoretical research of our government function transformation will be more rational and objective.
